Texas AG wants to make ALL information public for Sex Offenders


AUSTIN — Not sure who your kid is chatting with online? If Texas Attorney General Greg Abbott has his way, the state's public sex offender registry would include e-mail addresses and online names.

In what some are calling the toughest reporting proposals in the country, Abbott on Wednesday called for giving the public more information about the state's 53,000 registered sex offenders. Aiming to crack down on cyberpredators, Abbott hopes to expand the state sex offender registry to include e-mail addresses and Internet screen names.

“Parents could check all the e-mail addresses sent to and from their children's computer to find out if their children are communicating with a sex offender,” Abbott said.

He said his proposal would provide Texans with the “most comprehensive reporting requirements in the country” and would provide law enforcement, and ultimately the public, “with new and better tools to track and monitor sex offenders.”

The attorney general's plan would need the Legislature's approval; Abbott said he plans to meet with lawmakers in coming weeks.

Sen. John Whitmire, D-Houston, chairman of the Senate Criminal Justice Committee, said he doesn't have any problems providing the public with more information on sex offenders and thinks Abbott's proposals have a good chance of passing the Legislature next year.

Texas leaders have enacted increasingly strict registration requirements for sex offenders. This year, the Texas sex offender registry expanded to include an offender's school or place of work.

Later this year, Texans will be able to sign up for e-mail alerts when an offender moves into a neighborhood. The public “can sign up to be notified about changes in a specific ZIP code or regarding a specific offender,” said Tom Vinger, a spokesman for the Department of Public Safety, which maintains the state registry.

Some question whether the focus on online predators creates a false sense of security.

Jill Levenson, a clinical social worker and professor of human services at Lynn University in Florida who has studied how sex crime policies affect sex crime rates, said children “are most often molested by people who are acquainted with the family, relatives and friends of the family, people who are trusted and use that trust to gain access.

“Parents certainly need to take precautions (regarding who their children are communicating with online) but in a way, all of this attention to Internet predators and stranger abductions and sexually motivated homicides takes away from important information we need to be giving parents, which is that children are much, much more likely to be abused by people (the family knows).”

As for whether tougher reporting requirements are effective in lowering the rate of sex crimes, Levenson said the studies she and others have done have been, at best, mixed.

“Overall, the totality of research so far looking at the impact of registration and notification with sex crime rates does not really indicate there is a strong deterrent or preventive effect,” Levenson said.

She said she knew of no public registry in the nation containing offenders' e-mail addresses or online names.

But Congress continues to pass stricter laws, as do states. Many registries, including the Texas registry, include at least some juveniles, their names, addresses and photos. Critics in Texas complain that the state registry includes anyone convicted of a sex crime, whether the offender had sex with a teen who was a few years younger or whether the offender repeatedly used force against a young child.

Bruce Siegel, 38, a convicted sex offender in the Dallas area, complained that Abbott's proposal targets all offenders, not just the ones he believes the public needs to be warned about. “Now you're asking police departments to monitor more, which spreads them pretty thin when they really need to ride herd on 10 or 30 percent of (all offenders), Siegel said. “It's going to cause more paperwork and a lot of wasted time.”

Abbott's proposal also would require offenders to report their cell phone numbers to law enforcement, though the numbers would not be made public.

It would also restrict some high-risk offenders from using the Internet at all.

This is absolute horse shit.

The continued eroding of my rights has to stop, and that starts today! Federal courts have already stated that email, and blog logins are protected under the first amendment. It is time to get rid of this ASSHOLE.

The day of whipping SO's is over. Vote this fucker out of office Texas, along with any other Perry-like asshole in office today. Write your present state elected official, tell them in no uncertain terms that any support for this measure will lose them you vote and the votes of the other 50,000 of us. It is time to take a stand.

Gary Glitter’s return prompts tighter sex offender laws

Child sex offenders are to face tighter travel restrictions after it emerged that existing laws would not curb Gary Glitter’s movements after he returns to Britain.

The measures to be announced by the Home Office today come as the 1970s glam-rock star heads for London after serving a 33-month sentence in Vietnam for molesting two girls.

Glitter, 64, was released yesterday and deported. He flew to Thailand but managed to avoid boarding his planned flight to Britain last night, complaining of fatigue and dizziness. He rented one of the small rooms at Bangkok airport that are available for passengers who want to rest and declared: “I’m not going back to London. You can’t make me. I’ve done my time. I’m a free man.”

The singer, who was told that he would be arrested if he tried to enter Thailand and whose requests to fly to Singapore or Hong Kong were denied, was traveling on a passport issued by the British consulate in Ho Chi Minh City last November. He has the same rights as any British citizen to travel to any country that does not require a visa.

Under the Home Office’s proposed measures, child sex offenders would have to renew their passport annually and new rules would make it easier for police to seek an order restricting an offender’s movements. The ministry also wants to extend the length of time — currently six months — that child sex offenders can be barred from traveling abroad.

Jacqui Smith, the Home Secretary, said: “I want to see anyone who poses a threat to our children dealt with as firmly as possible. I’ve spoken to child protection experts and the police and they have told me that these changes will further restrict the ability of child sex offenders to harm children both here and overseas.”

She said that it was her view that with his criminal record, Glitter, who, in his heyday, earned £800,000 a year, should not be travelling anywhere in the world.

The proposals came after the disclosure that police were powerless to impose a sexual offences prevention order on Glitter on his return to Britain. At present police require recent evidence that a person is at risk of re-offending. In future there will be no timescale on the evidence.

Registered sex offenders will also have to give more than the present seven days’ notice of their intention to travel abroad, making it easier for police to seek an order to ban them from going overseas and for their passports to be confiscated. The measures require legislation, so they will not be in place when Glitter returns.

The singer was driven from jail to Ho Chi Minh City airport via the British consulate and put on a flight to Bangkok. As he boarded his lawyer, Le Thanh Kinh, said: “Everything is OK. He is happy to be going home. He was in a good mood.”

On his arrival in Bangkok Glitter was met by Thai immigration police. He said: “I am not getting back on the plane with all the press there and I’m not going to the first-class lounge to be hassled by them. And I’m not going to London. I’ve done my time. I’m a free man.”

British Embassy officials were called in. Thai immigration officials declined to force Glitter back on the plane and the British police officer escorting him admitted that he had no jurisdiction to make him board the aircraft. As the officials pondered the situation, flight TG901 pulled away from the gate with Glitter still at the airport.

The singer, whose real name is Paul Gadd, was due to be met by police at Heathrow and told that he was being placed on the sex offenders’ register. He will join 30,000 people on the register and will be required to give police his name, date of birth, home address and national insurance number. He will be kept under the highest level of surveillance and be visited weekly by police and probation staff. If he breaks the terms of his registration he could face a prison sentence of up to five years.

Did this man break any British laws? I don't care what he did in Vietnam. If they wanted to put him on a registry there, then fine, he should be on theirs. What justifiable law do the British have that allows a person to be placed on this registry if they have broken no British law?

Here is the real threat from these laws. This man has done his time, the arresting authority states that he is now a free man, but the police state fascists want to impose unlawful restrictions on someone that never broke their laws.

And why exactly does it take a 7 day notice for citizens to travel abroad? If one needs to travel on business, how is it justified? Why is it that the world's people allow governments to shave away our inalienable rights so easily. First it is the sex offenders, just as Hitler did. When are you people going to open your eyes and see that this is only the beginning. When they come for you and you are alone, who will fight for your rights? I certainly will not. I will welcome you into the crowd of all of us that have served our time, and should be free but are not.

CCAGW Cheers Closure of Pell Grant Sex Offender Loophole

WASHINGTON, Aug 18, 2008 (BUSINESS WIRE) -- The Council for Citizens Against Government Waste (CCAGW) today expressed support for a provision in the Higher Education Opportunity Act (H.R. 4137) introduced by Rep. Ric Keller (R-Fla.) that will redirect wasteful grants from sex offenders to the hard-working students who need them.
"With every penny of Pell Grants needed for students, it was inexcusable for the federal government to be providing any money to sex offenders," said CCAGW President Tom Schatz. "The elimination of this loophole in the Pell Grant program that had allowed convicted child predators to receive federal financial aid to take college courses is a welcome development for taxpayers and the higher education system."
H.R. 4137 was signed into law by President Bush on August 14. Prison inmates have been banned from receiving Pell Grants since 1994 and some students convicted of drug offenses are barred. However, repeat sex criminals who have served their sentences but are deemed too dangerous to be allowed back out into society are kept in civil confinement centers and have remained eligible until now.
Rep. Keller's provision closes that loophole. In Florida in one year alone, 54 of the most violent sexual offenders in one center obtained Pell Grants at taxpayer expense totaling over $200,000. With 20 other states employing civil confinement centers, millions of dollars have been wasted.
A March 17, 2008, report from the Associated Press said, "some institutions report that sex offenders are putting the financial aid to questionable uses by buying such things as clothes, a DVD player and music CDs -- sometimes, after they have dropped out of school. Pell Grants can legally be put toward expenses that are education-related. But the unused portion of a grant is supposed to be repaid when someone withdraws from school."
"Rep. Keller deserves the thanks of every taxpayer for fighting to include his provision in H.R. 4137. He has been working diligently to eliminate Pell Grants for sex offenders for many years, and his hard work has finally paid off," concluded Schatz.

Here's the thing. Sex offenders pay taxes too, we also go to college. Are we not as capable of paying taxes, and attempting to rebuild our lives? I guess not. This is yet another reason that we need to begin soliciting our government bodies and request that our taxes be adjusted to compensate us for all of the state run and funded items that are currently and in the future will be taken from us. parks, libraries, now government grants, soon streets, and the inability to travel abroad for work or vacation. Yeah, it's time that America understands that we are still citizens and pay our taxes. If you don't understand, maybe one day you will when they take away your freedoms after you have paid whatever debt was originally put on you.

People That Speak Untruths

This is from a blog on a Chicago paper I was reading through, it irked me. the site he shows completely bases itself off of ANCIENT datum collect by ABEL and Harlow in 2001. It it the report basically says that just like in the old days with mental patients, Sex Offenders should be lobotomized..

"Got to tell you, the numbers for repeat sexual offenders is all over the place, although for child molestation as I understand it, there is no counsling or treatment that works. I’ve seen programs where the talk to convicted child molesters that they CANNOT CONTROL THEIR IMPULSES. Now whether this is true or not you know some of them including rapist and other sorts of sexual offenders are going to do it again. Some of them we will never know about. I don’t want to include the 21 year old in love and vice versa the 17 year old with all of this.
As for the teacher regardless of thier age it is wrong.That teacher is in a position of a educator, not a fornicator. They are just as bad. For all of you people who say this law is bad, why not let them live next to you or better yet in your home. (I pray that there are no childred in your home).
I DO NOT WANT THESE ANIMALS NEAR MY CHILDRENS SCHOOLS OR ANY OTHER SCHOOLS!!!!! Now it may be true that they just find another way, at least this is a step in the right direction. Care to name the "all over the place" sources you have? You are spreading lies and fear-mongering. I call you out on this MAERD!!, the re-offense rates for sexual offenders across the board are between 3.5 and 5% depending on studies put out by the Department of Justice.

Most sexual offenders DO have only one 'victim' and now with the inclusion of public nudity, peeing in public, teen sex, and teen picture swaps into the mix of reportable 'crimes' to be included in the registry the average of victims per offender will go FAR lower than 1.. sheesh, you people do not read accredited sources at all do you? Sex Offenders are the 2nd LEAST likely person's to re-offend. Murderer's are the lowest re-offenders out there, and well it is easy to see why in Texas.

FamilyWatchdog is a hate site against sexual offenders rating ALL sexual offenders as predators. ( Predators are the smallest grouping of sexual offenders, they are considered in the 3.5% that re-offend.) Which is in no way true and again is HATE AND FEAR MONGERING. Is the kid AND his girlfriend that were 14 and 13 BOTH predators? That is NOT a fallacy folks. under Adam Walsh's ACT, a 14 y/o boy and his 13 y/o girlfriend are both now happily on the sex offender registry FOR LIFE because they exchanged nude pictures with one another on their cell phones and got popped for child porn. There are MANY other cases between middle aged teens that are now part of the registry due to the WALSH ACT for LIFE!

Example of persons that are on the registry that will never be a threat with your child. Girls and guys arrested for peeing in public. Consenting adults that are caught with the blinds cracked during sex(sex in public), 19 y/o person in a consenting relation with their 17 or 16 y/o boyfriend or girlfriend, sex offenders who offend against adults.

As a question, can anyone really tell me what a pedophile is? can you?.. for all those thinking that the 30 year old guy having sexual thoughts, actual contact with your 14 to 17 year old is a pedophile, then sorry not only are you wrong you are stupid. a Pedophile is an adult that has thoughts, or commits actions against PRE-pubescent children. adults that have sexual thoughts of POST-pubescent are NORMAL. the illegal part of their actions is the touching of the Teen person. Currently today, we have some CHILDREN as young as 14 being labeled violent sexual offenders and pedophiles due to their consentual relations with SAME AGED boyfriend or girlfriend.


Myths about sex offenders

--FACT With the proper treatment, sex offenders have a 96% chance of going on to become normal, mentally healthy people again, with offenders that did a non-violent crime against POST-pubescent teens being the most cureable.

-- MYTH Most Sex Offenders lurk in the shadows and grab up unsuspecting children when you are not around

-- FACT 90% of All sexual offenders come from INSIDE the home or are people who are related or are known to the victim.

--MYTH The typical Sexual Offender is a 40 year old loser living in his mothers basement, searching for victims on the web and trading child porn with other offenders

-- FACT 90% of sexual offenders are in the home or are family or friends. That means Dad, or Uncle BOB, or the nice man at the crosswalk, or their Cousin Sue.. The smoke and mirrors want you to believe the myth.

--FACT NO SEXUAL OFFENDER LAWS CAN PROTECT A CHILD LIVING WITH THE OFFENDER. Megan's Law, Jacob Wetterlings Law, Adam Walsh ACT have not and will not protect 90% of the future victims out there, because they only apply to 'STRANGER DANGER'. Stranger Danger is a myth as well, as only 10% of all sexual crimes are caused by people not known to the victims.

Sexual treatment DOES work, and unless you are a board certified therapist please don't open your unknowing mouths on this because you have no idea what you are talking about. Until you have been through treatment, and have witnessed the real change in the people there, then you are totally clueless and without merit in any "therapy doesn't work " garbage that you are spewing

Statistics released by the Department of Justice state the re-offense rates for all sexual offenders is between 3.5 and 5% total, with most reoffense occurring in the first 3 years of release from supervision. This rapidly declines thereafter until it is nominal at around year 7 out of supervision.

The Average reoffense rate for non-sexual crimes is 61% (burglery, car-jacking, shootings, domestic violence, violence against children, animal cruelty, etc).


Sex offenders are 4 times more likely to recommit a sexual offense than other non-sexual offenders. DUH! like that is a surprise guys, A Robber has the pre-disposition to ROB, not to sexually offend.

However, overall, a sexual offender is LESS likely to reoffend than all other non-sexual offenders (besides murderers) Only 4% of Sexual offenders that receive and complete treatment are likely to re-offend INSIDE of the already low 3.5 to 5% re-offense rate for sexual offenders total.

Stop believing the garbage hype that a few people are throwing out as fact. I am truly sorry for Adam Walsh and the things that happened to him, however it has NEVER BEEN PROVEN that a sex offender abducted ADAM. They have no idea who actually grabbed Adam that day in Sears, although they believe it could be a guy named O'Toole or Jeff Dahmer(which I find hard to believe as Dahmers MO was for teen boys).

The Adam Walsh Act is knee jerk legislation passed to make you FEEL safe, but does nothing to actually help you STAY SAFE. that is the job of the individual.

Currently there is great progress being made to lower the levels of re-offense even lower and hopefully it will go below the murder rate soon. Sexual offenses have been on the decline since 1996, and decreasing even fast since the year 2000. Treatment is a viable option for Sex Offenders, however the continued erosion of OUR rights is causing the truly worst of the worst to flee underground and to drop 'off the radar'. Do you feel safer NOW? By putting the Registries online, Law Enforcement is saying we cannot handle this work load, so here are the people to watch out for. If they cannot handle a web site full of people how will they ever keep the ones that drop off the scope in line? The restrictions are also causing issues where people become unsettled, and unstable in their environment.

It is proven that sex offenders that are in a home environment, with job stability, that they perform better and have an increased chance to never re-offend again.

So please READ real studies, not the bias of the people spewing hatred.

Hate Groups

Hello and welcome to Friday.

Here's a subject that I really didn't want to talk about. However, after reading a few of their blogs/smears I think something needs to be said. Hate Groups, people that hate us, and supporters of such groups. Extremely dangerous mind-sets these. All comments are anti-SO, which can be understood, however the personal attacks on individuals are a bit over the top.

If some of the comments that are on their sites were geared towards others, they would more than likely be branded as terroristic threats at the least. I understand the fear of under-educated that people might have regarding sexual offenders. I can even see some of the hatred they have for those of us that have been through the system. I do not see however their exposure of the hate towards the families of the R.S.O. and their willingness to put themselves in danger of litigation should something harmful ever become of one of those family members..

Yeah Yeah, They are informing the public of people that are 'soft' on S.O.'s.. whatever floats their boats. However if it can be proven that someone actually acted on something written on their blogs, it could have significant ramifications for them. As as none of them are true journalists, they have lawsuit written all over them.

An accessory to a crime committed is anyone that had knowledge, planning, or actual commission of the crime. I hope they think about that when they decided to post to their personal blogs. Sort of like I think about things before I post to this one.

The Lies about R.S.O.'s

Yes, there are actually lies about us. You want to hear the biggest lie of all. Most of us are perverted old men, that hide in bushes, waiting on some unsuspecting little girl to walk along so we can grab her.

That has to the most blatant lie there is. Most sexual offenders come from inside the family, or are someone you know. Dads, Uncles, Moms, the Grandparents, Mr Smith at the corner store, the kid's teachers. Yes, the dark evil child molesters that you have been told to fear, are actually yourselves.

Which leads me to another topic. John Walsh, and the Center for Missing and Exploited Children. First a word on Mr. Walsh, I have children of my own, and I cannot comprehend that pain, and anguish that you and your family suffered because of the terrible act committed against Adam. I truly am sorry for you, and I hope that one day you might find clarity in all that has happened. With that said sir, understand, I did not do anything against your son.

I have a victim, and I have paid the price for my crime. I, nor anyone else, can undo the harm caused to Adam and your family, so please leave me and my family out of your pain. The Adam Walsh Act is a huge net spread over all sexual offenders and only serves to oppress us. It drives us underground, and makes those on the run even more dark and cold. Some of us, and I hope that most of us, are truly sorry for our actions, and are trying desperately to prove that we are trustworthy. The spreading of lies, and mis-truths only helps to continue to alienate us.

As for the Center for Missing and Exploited Children. I must touch on the same as above. Please educate the masses with true information. Stop with Stranger Danger, and teach Americans where the true danger is. Daddy Danger, Mommy Danger. Stop the lies.

Another lie that I think needs to be addressed. There are three great untruthes. Lies, Damn Lies, and Statistics. Statistics are probably the most manipulated items that are used against sex offenders. While most Americans choose to see and read what the mass media shows you, it is never pointed out that for every research paper with high recidivism rates, there is another by someone just as qualified saying there are very low rates. So who do you believe? Read them yourselves, decide for yourselves.
